2019-2020 ALL STATE PROGRAM
In order to be in contention for All-State honors, a Post must meet the following criteria:
ALL MONETARY DONATIONS MUST GO THROUGH DEPARTMENT!
A Post must be 100% in membership, reported to National membership by April 30, 2020.
A Post must have at least one (1) new member.
A Post must be in good standing with ALL National and Department By-Laws, Post audits, bond, election report, favorable inspection report, and District meeting attendance.
A Post must attend the Fall Conference, Mid-Winter Conference, State Convention, and at least one Veterans Training Seminar (VTS).
A Post must obtain a minimum of 175 points.

Each All-State Commander will receive an All-State Post Commander's cap, All-State Commander's pin, and All-State Commander's citation.
The Post Commander with the highest point total will be named Captain of the All-State Post Commander's team. That person will also receive a $300.00 cash award at the 2020 State Convention. You must attend the State Convention to receive this award.
Each All-State Quartermaster will receive an All-State Post Quartermaster's cap and All-State Post Quartermaster’s pin.
A Post, County Council or District which meets all the requirements for All-State by April 30, 2020, will receive the All-State Award at the State Convention, however, a Post, Council or District that has all their reports completed and turned in by April 30, 2020, has until June 30, 2020, to meet the All-State membership requirements.
Post, County Council or District All-States earned after April 30, 2020, but before June 30, 2020, will have their awards presented at the Posts/Councils/ Districts first District Meeting or if requested at the first State Conference.

DEPARTMENT REPORT SHEET AND DIRECTOR INFORMATION WILL BE USED FOR PROGRAM REPORTS.
COMMANDER'S ENTRY FORM
The All-State Checklist must be submitted to Department by April 30, 2020, to be considered for the All-State program. Pictures will be taken at the State Convention (you may send a 2 x 3 picture in with the form).
All-State judging will take place on May 7, 2020.
AMERICANISM
Awards will be presented to the top Post in each division based upon the total number of creditable Americanism projects reported. There will be four (4) divisions based upon your Posts June 30, 2019 membership.
The divisions follow:
I 10-65
II 66-125
III 126-225
IV 226-over
All Post Commanders will be provided with one free citation to be issued to any person, organization, or business that properly flies the American flag. Additional citations will be available from the Emblem & Supply Merchandise Catalog.
The Department will present a special award to the Post that promotes Americanism in a new or unique fashion. A detailed report of this project must be submitted to the Department Director prior to April 14, 2020. This will be awarded at the State Convention in June 2020.
Three (3) points per month if a Post submits a report to the Department by the 10th day of the month following the activity.
Three (3) points if a Post sponsors a Flag Disposal Ceremony. Ceremony must be reported to the Director.
Three (3) points if a Post sponsors a Loyal Day program. Program must be reported to the Director.
Three (3) point if a Post member participates in a Loyalty Day program (other than the previously mentioned). Program must be reported to the Director with photos.
BLUE STAR MOTHERS
One (1) point per $25.00 donated to the Blue Star Mothers.
BUDDY POPPY
Five (5) points if a Post purchases a minimum of 500 poppies by December 31, 2019.
One (1) point for ordering more than the previous year.
CAMP TROTTER
Ten (10) points for every child a Post financially sponsors to attend Camp Trotter during the camping season to include children from the VFW National Home.
One (1) point for each Camp Trotter life membership purchased by a member of the Post.
One (1) point for each $25.00 donated to Camp Trotter.
One (1) point for every two (2) hours donated to Camp Trotter for Children. All hours must be reported to the Camp Director.
One (1) point for each player registered for the Camp Trotter Annual Golf Outing.
CANCER
One (1) point for each $25.00 donated to the Department of Michigan Cancer Research Program.
COMMUNITY SERVICE
Monthly Reporting
One (1) point per month if a Post submits a Community Service Report to Department by the 10th day of the month following the activity.
Five (5) points for the first New Member Community Service Volunteer of the Year Award Nomination from each Post reported to the Community Service Director by the program deadline.
One (1) point for each additional New Member Community Service Volunteer of the Year Award Nomination submitted by each Post and reported to the Community Service Director by the program deadline.
Five (5) points to one Post in each District whose entry is selected as the District New Member Community Service Volunteer of the Year Award winner and is reported to the Community Service Director by the Program deadline.
Five (5) points to the Post whose entry is selected as the Department New Member Community Service Volunteer of the Year Award winner.
Five (5) points if a Post Special Project is reported to the Community Service Director by the program deadline.
COMMANDER’S SPECIAL PROJECT - NATIONAL CEMETERIES
See National Cemeteries (Fort Custer and Great Lakes).
DAY OF CHALLENGES
Five (5) points for each $25.00 donated to the Day of Challenges Program.
EMPLOYMENT/HOMELESS VETERANS
Five (5) points will be awarded if a Post sponsors a Homeless Veterans program. Project must be reported to the Director.
Five (5) points will be awarded for each $25.00 donated to a Homeless Veterans program.
Five (5) points will be awarded to any Post that sponsors a Job Fair. Project must be reported to the Director.
FUNDRAISERS
Five (5) points for every member of a Post who works one shift at a Department fundraiser. A report must be sent to the All-State Director.
GOLD STAR MOTHERS
One (1) point for each $25.00 donated to the Gold Star Mothers.
HOSPITAL PROGRAM
One (1) point per month if a Post submits a Hospital Report to Department by the 10th day of the month following the activity.
LEGISLATIVE
One (1) point will be awarded each month a Post submits a legislative report or response letter with your monthly Community Activity report.
MEMBERSHIP BONUS POINTS
Membership must be received at National by the following dates NO EXCEPTIONS!
Fifty (50) points will be awarded if Post is 100% by September 30, 2019.
Twenty-five (25) points will be awarded if Post is 100% by October 31, 2019.
Ten (10) points will be awarded if Post is 100% by November 30, 2019.
Eight (8) points will be awarded if Post is 100% by December 31, 2019.
Six (6) points will be awarded if Post is 100% by January 31, 2020.
Four (4) points will be awarded if Post is 100% by February 28, 2020.
Three (3) points will be awarded if Post is 100% by March 31, 2020.
Two (2) points will be awarded if Post is 100% by April 15, 2020.
Must be 100% in membership, reported to National membership by April 30, 2020.
Must be 100% and must have at least one (1) new member.
Five (5) points will be awarded for each member over 100%.
Ten (10) points will be awarded per Post member who attends the National Membership Class at the Department Convention on June 9, 2019.
NEW, LIFE, & REINSTATED MEMBERS
Five (5) points for every new or reinstated member.
Five (5) points for an At-Large member transferred into a Post. The Post MUST report this to the Membership Director. Otherwise, we have no way of tracking or being able to easily confirm an At-Large member transferred to the Post.
Ten (10) Points for working and assisting a membership tent or table at a high-profile event. Must notify Membership Director.
NATIONAL CEMETERIES
Ten (10) points will be awarded for each $35.00 donated to the National Cemeteries (Fort Custer and Great Lakes).
NATIONAL HOME
Ten (10) points if a Post registers it’s American Flag and Post Banner on Michigan Day at the VFW National Home for Children.
One (1) point for each $25.00 donated to the Michigan House at the VFW National Home for Children.
One (1) point per life membership to the VFW National Home for Children purchased by the Post or a member.
PATRIOTS PEN
Ten (10) points if a Post sponsors or co-sponsors a student entry to District for judging.
POW-MIA
ALL POW-MIA ACTIVITY MUST BE REPORTED TO DEPT. POW-MIA DIRECTOR by April 30, 2020.
Two (2) points for each month that POW-MIA flag is flying at a Post or a member's home. Program must be reported to the Director.
Three (3) points for each POW-MIA flag sold by a Post. Program must be reported to the Director.
Six (6) points for each POW-MIA flag donated to the community for display. Program must be reported to the Director.
Ten (10) points for each POW-MIA activity. Program must be reported to the Director.
Ten (10) points for the best overall program with pictures. Program must be reported to the Director.
Two (2) Points for any POW-MIA supplies sold or donated. Program must be reported to the Director.
Five (5) points if a Post sponsors a POW-MIA program that involves the public. Program must be reported to the Director.
Three (3) points if a Post sponsors a POW-MIA program at the Post. Program must be reported to the Director.
One (1) point if a Post member participates in a POW-MIA program (other than the previously mentioned). Program must be reported to the Director.
All reports should be submitted with photos or newspaper clippings.

PTSD Program
Five (5) points per post for members attending a PTSD / Suicide Prevention Seminar at a District Meeting. MUST print and sign both beginning and ending sign-in sheets.
Five (5) points if a Post donates their hall for PTSD / Suicide Prevention Seminar.
One (1) points will be awarded for each $25.00 donated to PTSD / Suicide Prevention
SAFETY
Drug
One (1) point per month if a Post submits a report to Department by the 10th day of the month following the activity.
Safety
One (1) point per month if a Post submits a report to Department by the 10th day of the month following the activity.
Ten (10) points per category when a Post submits nominations for Firefighter of the Year, Law Enforcement Officer of the Year, and/or Paramedic or Emergency Medical Technician (EMT) of the Year awards. Entries must be submitted to the Safety Director by December 31, 2019.
Ten (10) points if a Post submits an entry for a Life-Saving Award. When submitting an entry, make sure you include supporting documents in the form of newspaper articles, etc. Entry must be submitted to the Safety Director.
SCOUTING
Five (5) points for each $25.00 donated to the Scouting program. Donations must go through Department.
Ten (10) points for each youth category the Post sponsors or co-sponsors and sends to the Director for judging by April 1, 2020. Categories include:
Eagle Scout of the Year
Girl Scout Gold Award of the Year
Venture Scout Summit/Quartermaster Award of the Year
Ten (10) points for sponsoring a new Scouting unit with a copy of the charter being sent to the Director.
Three (3) points for supporting any Scouting unit. Proof must be sent to the Director.
SERVICE OFFICERS CLASS
Ten (10) points if a Post holds a class. Sign-in and Sign-out attendance must be sent to the All-State Director.
Five (5) points to a Post that sends their Service Officer to a class. A report must be sent to the All-State Director.
Five (5) point for any other Post member that attends. A report must be sent to the All-State Director.
TEACHER OF THE YEAR
Ten (10) points in each category, (K-5, 6-8, 9-12) when a Post sponsors or co-sponsors a teacher for judging. Proof must be reported to the Director.
VETERANS AND MILITARY SUPPORT MAP
Ten (10) points if a Post purchases twenty (20) or more MAP Pins @ $3.00 each.
Five (5) points for each $25.00 donated to MAP.
Operation Uplink
One (1) point for each $25.00 donated to Operation Uplink.
Adopt a Unit
One (1) point for each $25.00 donated to Adopt-a-Unit.
Unmet Needs
One (1) point for each $25.00 donated to the Unmet Needs Program.
VOICE OF DEMOCRACY
Ten (10) points will be awarded if a Post sponsors or co-sponsors a student entry to District for judging.
VETERANS TRAINING SEMINAR (VTS) PROGRAM
Five (5) points per elected officer (Commander, Sr., Jr., QM, Trustees, and Adjutant) and/or member who attends a VTS. MUST print and sign both beginning and ending sign-in sheets.
Five (5) points if a Post donates their hall for VTS.
Five (5) points for first time attendance at Camp Trotter VTS.
YOUTH ACTIVITY
One (1) point if a Post submits a report to the Department by the 10th day of the month following the activity.

The District must sponsor a public Americanism, Loyalty Day or POW-MIA program. Program must be reported to the Director.
PARTICIPATION
District Commander, Senior Vice or Junior Vice must attend each C of A at Department Conferences and Convention. The District must be in good standing with Department and National By-Laws and in compliance with District audits and bond.
INSPECTIONS
Ten (10) points will be awarded if all Posts in the District are inspected by September 1, 2019.
Five (5) points will be awarded if all Posts in the District are inspected by October 1, 2019.
The District must be 100% inspected by December 31, 2019.
AUDITS AND DUES
The District must be 100% in Post audits and election reports. In the event of a tie, the County Council or District who showed the earliest 100% membership date will be the winner.
